KR Peters Director Peter Nicolls hopes the state government's new rental dispute body will unclog the system to the benefit of both landlords and tenants, but he is sceptical.

Rental Dispute Resolution Victoria (RDRV) went live in early June.

According to the state government, RDRV will help renters and rental providers settle disputes over bonds, compensation, repairs and rent increases in a more informal setting, freeing up VCAT to deal with other cases.

Anyone involved in a residential tenancy dispute can access the free service by calling 1300 01 7378, jumping online, or attending RDRV in person.

A new team of around 40 resolution coordinators have been recruited and trained to handle cases, and an additional 10 staff will soon join as intake officers to support the RDRV call centre.

RDRV is headquartered on King Street in the CBD with four community locations at Oakleigh, Bundoora, Frankston and Bendigo. It can also be accessed online.

Mr Nicolls said the financial savings for tenants and rental providers would be negligible - it costs $72.90 to lodge a claim at VCAT - however, the savings in time could be substantial if the new system works as promised.

"KR Peters currently has a bond dispute at VCAT for which we have been waiting four months for a hearing. The waiting time at VCAT is ridiculous," he said.

"I hope the government is correct that the new system is going to be faster. I am curious to see how it works."

Mr Nicolls welcomed the allocation of human resources to RDRV, which will employ about 50 people to work on cases, but questioned "why didn't they put those people straight into the system that was already in place to expedite cases?"

Mr Nicolls fears the new system will become as clogged and slow as VCAT.

"I am concerned that like any government authority, if you call the number you will be 20th or 30th in the queue and you will have to wait a long time to speak to someone. They are saying it will be faster but not by how much."

The government expects more than 60 per cent of disputes will be resolved through RDRV. 

Mr Nicolls encouraged rental providers to engage a professional property manager to act on their behalf as rental obligations continually change in Victoria.

The state government has introduced more than 100 rental reforms in the past few years with more to come.

"It's almost impossible for an individual property investor to keep on top of all the legislative changes and compliance obligations," said Mr Nicolls.
